Yuan Yingcai, male, Manchu, Heilongjiang, Hulin province. 袁英才，男，满族，黑龙江省虎林人。1985年2月5日出生，毕业于东北农业大学，硕士学历，曾供职于公安部纪委。现为黑龙江智慧农业联盟负责人、黑龙江春雨智慧农业科技有限公司总经理。作品入编《永远的雷锋》书画集，《中华传世书画鉴赏》大型系列艺术画集等，并授予“中华传世名家”荣誉称号。2011年获得全国规范化汉字书写大赛黑龙江赛区特等奖；2012年获内蒙古边防总队东部协作区政工大比武一等奖；2013年获内蒙古边防总队书法绘画第一名；2014年获青岛青年书法家展览一等奖；2016年作品整版刊登于《农村大市场》；2016年书法作品在黑龙江省绿博会展出；2016年受邀为韩国国际泡菜文化产业节题字，作品由韩国光州收藏。2017年受邀赠予中日JICA项目墨宝。作品被多名国家级领导收藏。作为省礼被省政府、省农委和省农科院带到挪威、韩国、日本、巴西、俄罗斯等多国，最近由省政府带到联合国展示，并赠予联合国粮农组织总干事。2017年第四届中俄博览会哈尔滨中心展区“哈尔滨”三个大字由哈尔滨市长亲定由袁英才题写。为黑龙江省书法家协会会员，全国公安文联书法家协会会员，内蒙古通俗文学研究会会员。内蒙古呼伦贝尔边防支队书法家协会第一任会长。中国满洲里边防检查站书法协会主席。
