戴子忠，字浪人，男，汉族，生于1953年3月，籍贯河北，辽宁大连人。现任中国书画家协会副主席、北京华夏兰亭书画院副院长，辽宁省金盾书画院院长、中国当代书画名家协会理事，国家一级书法家，一级美术家。 十六岁当兵，在北京做警卫战士，同年加入中国共产党，1975年被部队选送到北京大学中文系学习，1979年毕业，毕业后，在辽宁省委宣传部工作。后来又在辽宁科技报社、辽宁经济日报社和辽宁理论界杂志社工作，1995年被调任中国社会调查辽宁调查所任所长。
